Requirements depend on the property, jurisdiction and scope. We begin with a site visit, then coordinate the relevant agency review and required submittals as the project develops.

Building permits
Pools, spas, retaining walls, patio covers, gas lines and electrical work need permits from the City of Newport Beach Community Development Department. We prepare the plans and handle the permit process.
Coastal zone review
Much of Newport Beach is in the California coastal zone. Depending on where your property is and what you are building, the project may need a coastal development permit, a waiver or an exemption before building permits are issued. The city reviews most of these under its Local Coastal Program.
HOA architectural review
Newport Coast, Crystal Cove and many other communities have architectural committees. We coordinate the association’s requirements and the city’s submittal sequence for the particular property.
Fire hazard zones
Some hillside and canyon-edge areas, especially in Newport Coast, are mapped as fire hazard zones. Those lots may have fuel modification and plant-choice requirements reviewed by the Newport Beach Fire Department.
Water provider
Most of Newport Beach is served by the city's own water utility, while Newport Coast is served by Irvine Ranch Water District. The provider matters for irrigation plans and landscape rebates.
Pool safety (statewide)
When a building permit is issued for a new pool or spa, or to remodel one, at a single-family home, California generally requires at least two qualifying drowning-prevention features. Some two-feature combinations are prohibited, and local rules can add requirements. A qualifying locking safety cover provides a statutory exception for a hot tub or spa. Pool heating energy rules (statewide)
Since January 1, 2026, new pool heating installations must generally use a qualifying primary heat source, such as a heat pump or solar, under California’s 2025 Title 24 energy standards. Read our pool energy code FAQs.
Water-efficient landscapes (statewide)
New landscapes of 500 square feet or more, or rehabilitated landscapes of 2,500 square feet or more, that need a building permit, plan check or design review must meet California’s Model Water Efficient Landscape Ordinance (MWELO) or the local version of it. Source ↗
