Building permits
The City of Costa Mesa issues building permits for pools, spas, walls and outdoor structures. Pool remodels that change structure, plumbing or equipment usually need permits too.
Pool safety on remodels
Under California's Swimming Pool Safety Act, a permit to remodel an existing pool at a single-family home triggers the same drowning-prevention requirements as a new pool. We plan those features into the remodel.

Costa Mesa has its own fire department, Costa Mesa Fire & Rescue.
Water provider
Most of Costa Mesa is served by Mesa Water District.
Pool safety (statewide)
When a building permit is issued for a new pool or spa, or to remodel one, at a single-family home, California generally requires at least two qualifying drowning-prevention features. Some two-feature combinations are prohibited, and local rules can add requirements. A qualifying locking safety cover provides a statutory exception for a hot tub or spa. Water-efficient landscapes (statewide)
New landscapes of 500 square feet or more, or rehabilitated landscapes of 2,500 square feet or more, that need a building permit, plan check or design review must meet California’s Model Water Efficient Landscape Ordinance (MWELO) or the local version of it. Source ↗
