Do my pool and landscape plans need fire department approval?
Some projects require fire department review. The requirements depend on your address, proposed improvements, wildfire hazard designation, emergency access and any existing fuel modification plan. Your local building department and the fire agency serving your property determine which approvals are needed. Not every pool or landscape renovation requires the same review.

Does OCFA review pool and landscape projects throughout Orange County?
OCFA serves many Orange County communities, including Irvine, Coto de Caza and Laguna Niguel, but it does not serve every city. Newport Beach, for example, has its own fire department. Identifying the agency responsible for your address is the first step in determining the applicable requirements.

What is the difference between LAFD and Los Angeles County Fire Department?
The Los Angeles Fire Department—LAFD—serves the City of Los Angeles. Los Angeles County Fire Department serves unincorporated county areas and numerous contract cities, including Malibu, Calabasas and Hidden Hills. Other cities have their own departments. Your property’s jurisdiction determines which agency reviews the applicable fire-safety requirements.

What is a fuel modification plan, and how can it affect my landscape design?
A fuel modification plan establishes how vegetation around a property will be arranged and maintained to reduce wildfire exposure. It can address plant selection, spacing, irrigation, slopes and vegetation-management zones. Where required, these provisions become part of the landscape design. OCFA recommends preparation by a licensed landscape architect or an equivalent qualified design professional.

Can I change my landscaping if my property already has an approved fuel modification plan?
Start by obtaining the approved plan. Replacement plants, new trees, screening hedges and changes to irrigation or planting layouts may need review before installation. Existing approvals can carry ongoing maintenance obligations. Los Angeles County Fire’s standard plan notes require future planting to follow its fuel modification guidelines and receive approval before installation.

What information may be needed for fire department landscape review?
Depending on the agency and project, submissions may require a scaled site plan, building locations, property boundaries, slopes, existing and proposed plants, mature plant sizes, irrigation information and fuel modification zones. Site photographs and maintenance information may also be required. The reviewing agency’s checklist determines the complete submission.

Can a pool layout, driveway gate, wall or landscaping affect emergency access?
Yes. Outdoor improvements must preserve any required fire department access. Review may consider driveway width, turning space, grades, overhead clearance, gates and access to hydrants. These requirements should be checked while planning the overall outdoor layout, before the design is finalized.

Can I include a fire pit, outdoor fireplace or barbecue in a wildfire-prone area?
Possibly, but the answer depends on the appliance, fuel type, location, surrounding materials and local requirements. Manufacturer clearances and applicable fire-code restrictions must be considered. A gas appliance is not automatically approved for every location. Confirm the requirements before purchasing equipment or finalizing the design.

Does fire department approval replace city permits or HOA approval?
No. Fire department approval addresses the requirements within that agency’s authority. Applicable city or county permits and HOA approvals remain separate. Likewise, an HOA-approved landscape plan does not establish that the project satisfies fire department requirements. Each applicable approval should be coordinated before the related work begins.

When should fire department requirements be addressed during the design process?
Early—before committing to the final pool layout, planting plan, gates or outdoor structures. Identifying required reviews at the beginning helps reduce redesign and scheduling problems. Review times and fees vary by agency, project complexity, submission completeness and corrections, so they should be confirmed for the individual project.
